Welcome, I wish to try my luck at avatar making. Avatars can cost anything! Just remember that the more tc that is involved, the longer I will work on your avatars. (half off to PULP members) Here is the request form

Main - (your tori, anime, etc.)
colors or designs - (any designs or colors you want)
extra - (anything else)
How much you will pay - (3k, 6k if its epic etc.)

note - I can do scanlines as well. Also, please specify if you want a border or not.
