as you can see, he realized i was going to report him, then quickly started closing his three open games, i also think he did this to get the tourney going, which probably is also agenst the rules

Multi clienting to jump start a tournament isn't really against the rules, it's the multi clienting inside the tournament and/or farming that's really the issue.

In other words, take a better screenshot next time.
