Uninstall previous versions of java via the control panel, then try again.
Edit: actually, you don't even mention whether you really do have java, so you need to give me more details than this.
At present you should just take a look at your AppData folder somewhere in C:/Users.
Note: the appdata folder is only alterable with administrative priveleges, so if java's creating or overwriting files there you need to be installing it on an admin account.
