Sorry but I'm a little confused by what you're asking, do you wish to place a bounty or claim one?
If you wish to place one you should go here. Please keep in mind that it costs 2000 toricredits to include a bounty text.
If you wish to claim one, you need to find the player whilst they are online and defeat them before the bounty is claimed by another player.

Perhaps he is talking about getting a bounty text? If thats the case, thats when another player places a bounty on you and then someone claims it, the message is determined by the person who placed the bounty in the first place.
Or if you're trying to win some bounty cash, take a look at the bounty list and find and defeat the person with an unclaimed bounty on them in-game, regardless of what kind of mod and server.
