Can a name be change to a players account that's banned forever?

Nop,i don't think so.
Firstly because they can still access whinebox.
Secondly because few of them have a chance to get unbanned.

The rules of name changes are same for normal and banned players. 100k fee and 2 years of inactivity. Note that logging in IS an activity, even for banned players.

Why wouldn't you be able to? If someones perma banned and there isn't a chance of them getting unbanned then their account is useless.

If people want cool names then they should pick a cool name in the 1st place. :/
