Yes, they can. Although They don't deal with forum problems. They clean up ingame and deal with farmers/duel scammers etc.

GMs have banning power yes, but they use it specifically for in-game purposes. For example dealing with farmers or duel scammers. Infraction powers are forum based punishments so aren't typically used by GMs.
