Would it be cIllegalding if ibought 70k or so with 1,000 wii points?

Shouldn't be a problem. Just ensure you receive the TC before you send the wii points. You might find that the staff will be unwilling to reimburse you the lost TC if you are scammed. As usual, try to keep a decent trail of evidence and stick with users that seem to be trustworthy.
