Drivers problem, update your graphic card's drivers.

I have the exact same problem and I'm positive that my drivers are up to date. I use Windows 8.1 with an ATI Mobility Radeon HD 4650 (old laptop with an onboard graphic card).

The problem only started since I use windows 8. Any suggestions?

Which graphics settings do you mean exactly? In-game? That's almost impossible, since I don't see any written text due to the problem.
