What 3d items are able to be worn with cel shading?

None actually, cel shading is a set of 3D items for the whole body, and as you probably already know, you can't wear 2 3D items that goes on the same body part, unfortunately.

No items can be worn with the cel shading if you activate a item the cel shading on that part get deactivated.
