what is a cel shaded item? it says that it is hidden whenever i try to go to its item page...

This is cel shading. It adds a black outline to make it look comic style like.
Google Cel shading to see other games approach at it.

Cel shading was a option thing (no item) in older versions, so it's a bit of an nostalgia thing
