I PM'd him saying that I noticed that he'd been inactive lately, and if he thought it would be good to temporarily find a new moderator to replace him until he becomes more active.

Well, the way I see it, is that he's not a fluent english speaker, and he wants to go back to his old clan that speaks a language that he's fluent in (Frites I assume), so he can get to know the members better and more easily.

If that is the case, I completely support your decision.
