According to the in-game instabooster settings, Ukraine and Russia users can't buy them. However, I believe you can buy them from other users.

Well it is possible, but you see, it needs a provider like onebeep or paypal.
If TB isnt in an agreement with a country's provider then we cant buy from that country.
Though the main goal is to spread this through the entire world, mainly there will be more countries, but not right now.
