I don't know how much I need to strain those rules, because frankly, it's
hard as fuck to read with the brackets, and underlined choices.

Nope, Read again. The price is 200TC for a color of your choice (Instead of the pink), And 600 TC Per setting/option chosen (Highlighted in green on the toxic head form). Which adds the ABOVE mentioned toxic head form, up to 5k.
