What do GUI Background, logo, splatter, and header do?

I bought them since I thought it'd give me a background on TB, but doesn't look like anything is happening..

They are textures that change the look of the main menu, as mrPoptart said. However, you need to make/get someone to make you those textures. When you have them, you upload them here and you'll be able to see them in-game.

When will the torishop get more of themm in stock? The marketplace has them way over priced.

Torishop restocks are rare, no one really knows when it will happen.

It's ok, they've gotten rid of the stocking system now, thats awesome!
