Comments,I need some ideas.

To smudgy hair and Hair has bad placement
Eyes are to far away and need more pen tool

Pen tool for what?

it looks kinda cross eyed......but other than that, its good. (atleast better than mine lol)

Is that hair? Looks nothing like it.
The head has no shading whatsoever.
The head is not mapped right.
As river said the poor guy is cross eyed.
There is no way you could call this Anime.
Please do us and yourself a favor and practice some more.
Look at reference pictures. Look how they shade.
This lacks the overall crispness, and in my eyes,
is not worth more than a 1/10.

Sorry for being harsh, but this way you might improve.
I advise you to google some Anime characters.

Hehe,sorry if this was an offense for anime heads :P,I didn't see anything wrong with the eyes though ,you could have been harsher that was nothin xD.
