It doesn't matter what rank you have to be to make a clan.

This is not like those WoW or CoD games.
You can make a clan, with no cost.

Becoming official is a different thing. You need to pay 50k in order to become official

I recommend becoming more active within the Toribash community first, then maybe making a few friends who you share common views on. After that you should have some experience and you should study the rules and make a DSC with good grammar. You might look at other clans DSC's to get a good idea, I do not suggest copying though.
