You need to read the stickies, like so many other clans.

They tell you what you need to make a clan thread, how to get official and other nice tips that will help you along your way with your clan.

I already directed him to the rules once, I don't see why he won't follow them :x

I have read over it, in order to start the clan, start a thread. After this has gone on to gain at least 4 members for at least three weeks. Then after 3 weeks send delaid 50k to make the clan offical. I posted this to start, Not offical, yet. I am following the rules im only on step 1.

Look at some other un official clan threads then try again -.-

When you make a thread, it is supposed to named [DSC]Clanname.
