You put a bounty on someone and the first person who will defeat that person will get the bounty.

You could also put a bounty text that showed up below your belt, but I think that feature's been disabled for now.

the - means they have got TC by defeating someone, the 2100 means they have put a bounty on someone (note that 2k from that is for the bounty text).

So that list is for everyone?
