People Have these Image's when the post, how do I get one?

they are called avatars.you get them by pressing the "User CP" in that little bar and then
Settings & Options - Edit Avatar -on the left toolbar.

Do you mean an avatar, which is the image under someones name, or an image in their post, like this?

You can get an avatar by going to userCP, Edit Avatar, then either type in the direct link to it or upload it from your computer.

For a picture in your actual post you put the images direct link inside the tags.
For example, [img.]http://mallow.wakcdn.com/avatars/000/007/989/normal.png[/img.] becomes

Maybe you mean the images in the signatur.
