Does not. It traces a pixel image and turns it into a vector. You do know what vector is right?

In short: Vectors aren't images they are numbers that put points over a map and runs a line between each point. While pixels are nothing but pixels and when you enlarge pixels you loose quality. When handling vectors, you can enlarge as much as you wish, as it's not pixel-based, they are just maths.

So no. Not a filter.
