Yes. He has it. He just chooses not to have a big avvy. Forum vip allows you to have pretty big avvys (as fireless said)

Another question when I edit options I acroll all the way down it gives me the choice for post background when I use it it doesn't work.

110x110 is the prime avvy limit
150x150 is the vip avvy limit

Also, post backgrounds were disabled for prime. It's for VIP members only now.

Yup.

VIP gives you some new features, like huge avatars (150x150), huge moving signature pictures (650x200), post backgrounds, a blinking @ in front of your name on the forum and a private forum.
