You need to set seperate layers and then merge and animate them

the way he made it is make 1 screenshot of the head.

duplicate it and move each layer to a certain place, continue with the next one.

he most likely animated it with GIMP or UnFREEz (wich uses several 1 gif images) to animate it and prevent the stuttering.

basicly something like this

but I'm not a gimp user so i used Ulead GIF Animator.

ulead? hmm never heard of that one. i use unFREEz for GIF animating. make each frame in photoshop, save as gif. and move it in the box to animate it :3

Ulead gives u much more functions.
