It appears to be a problem with aticfx32.dll I have looked up quite a bit of information about this, but nothing seems to be helping. Any ideas?
Well, for one, does your computer meet the minimum system requirements to run Toribash?

If so then try to update your video card or use toribash 3.9 instead of 3.91
Yeah I can assure you I meet all the system requirements and drivers are up to date. I checked all of that before posting on here, but for you info

Windows 7 Ultimate
Intel Core i7
2x Crucial 250GB SSDs
ATi Mobility Radeon HD5870
