I dont think this is a vector.....Its a vexel,vector are made ONLY in Illustrator.

photoshop can do it aswell with pen tool.
illustrator is just better at it.

Many programs can make vectors, not just Illustrator.


Any vector saved as a non-vector format is not a vector technically, but it is still refered to as such.

Seems flat. Especially the head.
