For joining Clan, its about your Application
Sometimes high Post Counts will be Needed too if the Clan (that you try to joining) have minimum Requirements about it
Post Counts is showing How much your Activity in Forums
Adding on to what vog said, if your not very active and the clan apply to be official - you could cost them alot.
what the hell is a "Justin"
Most clans use your post count to have a guess at what your activity is like. So gaining more experience and posting some more around the forums will improve your chances of getting into some clans.
I'd say post quality is greater than post quantity. It's more important to be contributing to a conversation that to be bs'ing and spamming.

Unfortunately, unless you have toriprime or VIP, you can't search someone's posts, so there'd be no way for a normal user like myself to see someone's post quality.
Post count proves your activity on the forums.
it can be judged if your'e very active by looking at your posts and trying to measure your Average posting rate from your join date.

This is a biggest problem with judging someone by their post count.

For example Star has 10k posts, but a quick search shows that the vast majority are in his clan and are very spamy in nature.

I don't think any clan would set a 'minimum post count limit', but being active and well know will certainly act in your favour.
When I see you, my heart goes DOKI⑨DOKI

^ If they don't see you ingame, they probably won't know that you were even on.

So keeping a high posts count will increase your chances of joining a clan, because no one likes a inactive member.
