just make your texture in photoshop and click filter->render->lens flare and you will make it.

Is it possible to upload a 512x512 head texture onto a 128x128 head texture slot?

No it isn't. If you try, I believe it will be resized down to 128, the size of the texture.

Please correct me if I'm wrong.

You can upload the 512 texture into the slot, but as Solax said ti will re-size itself to a 128.
