Are you asking how to get tag? If so, you must send 10k to a clan local mod (like Fish) each month. After a couple of months you can then send 50k not 10k and try out for official clan. If you need more help, pm me.

No not a local mod, just check this thread to become an unofficial toriclan (get a tag while unofficial).

If I had been official am I must pay 50k per month

As the previous link I posted states :
When you apply to become official, you pay 50k. If you are denied and don't become official, you get back 30k. If you get official, you lose all your 50k but you won't have to pay for anything anymore. So no, you don't pay 50k monthly.
