Hmm, I am not too sure, I can look up on it in a little bit, send me a PM to remind me. Off the top of my head, for under 60$ you can't get much, you could go with a 5670 or a 9800GT, if you are willing to fork a bit more out, try a GTX 460, they are good bang for buck.

HD6570 is the only card you will get in that price range.
Judging from the specs listed on the box of GTA4, this should be fine.

In the future please consult the FAQ for this section, it had all the info you need about GPUs, and wikipedia had all the info you need about GTA4.
the specs on the box of gta IV are WAY off of what you actually need to play the game smoothly on high(i own it, an 8800gtx, gtx 460 and gtx 465). a gtx 460 would be about the minimum for high settings in gta IV honestly. now medium or medium high can be doable with a card like an ati hd 5770 or something similar but you're going to have to shell out a little more than $60 at the moment to play gta IV on high.
You don't say?

Erm, the 6xxx series is weaker than the 5xxx series :P so I'd say go with a 5670, unless you want to fork out more cash .

GTA4 is a pretty bad port. A $60 GPU will probably not be able to run the game at high. Aside from that, it's intensive on the CPU as well. If you don't have a decent enough CPU to play the game, the GPU would be a waste of money.
