It would take too much effort and bullshit to make a blacklist that temporarily bans all hoppers from all rooms. the room is client hosted and for that reason is near impossible. public official rooms could be done, but that would be unfair as a lot of players don't do it intentionally, but get DC'ed or have to leave for personal reasons other than being a jackass.

Tl;dr

Like sometimes in a middle of a match, most people have to go and just quit. Ragequitting is like shoveling, nothing can be done about it.
