What does a "Mobile-Booster" do?

If Booster,It will gives you Tcs(Depends on the Booster) every match. They can be found at here.
If Mobile-Booster,It same,but that booster only can give you 50tc every match(i think) and to get that booster,you must buy it from Onebip.
