try to close all other applications there running (like web browser other games and stuff)
also for me it takes a bit to get a stable fps. im normally playing with high or maximum graphic and it take around 1-2 mins to get a stable fps of 60
im not sure if there are any other fixes for that, instead of putting the quality down or buying a computer that can handle better graphics :/

An easy trick is to do this when the game opens:
Task manager (ctrl+alt+del)>
processes>
tb.exe>
set affinity...>
(make it look like this)
All processors []
CPU 0 []
CPU 1 [X]
It works. Don't care to explain how, but enjoy the extra 10 fps.

CPU 1 [X]
CPU 2 [X]
CPU 3 [X]
