What's with the ranking? I was rank 250. I beat a rank 450, and got HIS rank. No matter what if I win or lose, my rank goes up by a few, 2,1,3,4 even 22. Whats up?

You're not the only one that plays, people gets a better rank faster than you, and they take yours, so yours goes up

Global rank, mod rank, and usercard rank are very different things.

I'd assume you're referring to the global rank, in which I'd tell you: The Global ranking system may seem unstable at times, but you'll see that your rank is as it should be the very next day.

It's happened to me b4, rank is how much u win in a 24 hour basis i think.and if ranks are close, they can be traded to who wins

Lets say that I'm rank 5 and you're rank 806 and you beat me a couple of times you'll eventually take my rank.And as Firebolty said some people gain ranks faster than you do.
