In order to get a name change you'll need 100,000 ToriCredits. Make sure the name you want is not already in use, send toricredits to any admin(red name) or ninja(Fish for example) and pm him with the name you want.
Oh and by the way, you can get the name that's already in use is if the account was inactive for more than three years.
