If I was to buy a name change to an inactive account, then I was given the name. What would happen to the person whos name I stole if they tried logging in?

i think thier account would be gone
but you cant rename if the account has not been active for 3 years r late

Cause if I ever get the TC I want a name change to "Kard"

They don't delete accounts generally. The account with the name taken from will be changed to something like username_old.
