It's a kiai sound, they cost tc which is in-game currency, once you purchase that you upload your sound (it can only be 5 seconds or less and in a .WAV format) and then you press the activate button. It play in game when you start a fight with another play.

What does the thing thats called music do? i thought thats what it was

That Music item currently has no use and may have one in the future. Kiai is what you're looking for.
