Soft Rules, as implemeted by Risk.
I think its wonderful how Risk is taking out "decap openers" and shovels and basically calling them fair game. As an avid hoster of bets, I do indeed agree that your soft rules are quite fair, and that we indeed might find them useful, but there are some things that are of concern, and if possible there should be exceptions to "Soft Rules".
As an avid hoster myself, sure I find "decap openers" and other relative rules to be total bull, and used as an excuse at that, but I have one soft rule I tend to enforce. I usually enforce a "No Headbutting" rule, plain and simple. Its something you can really only do intentionally, and its basically a 50% chance of a forced dm, which tends to ruin the betting match (Double headbutts always end up in a dismember, and tend to be rigged). This can also apply to other "Soft Rules", where servers generally have a good reason for them (Most likely in tournaments and Non ABD betting servers).
Overall, soft rules aren't a bad thing at all, though it needs a tad tweaking. If a host has a good reason (and I mean a very good one) then they should have the ability to enforce their rule. In no way is it a good idea to rule out ALL soft rules, though I support the general idea of it.

And with hosts who ban for such things as "decap openers" and minor things like that, they need to know better ways over enforcing and hosting their server. Generally from what I seen, most complaints come from betting servers with hosts who tend to be very strict or inexperienced when it comes to rules. If you are going to be telling kids how to run their servers, it wouldn't hurt to give them a few more tips on how to improve enforcing their server. If you think about it, chat related rules such as spam, flaming and caps can be effectively slotted into the soft rules too, which your staff members enforce pretty often in GM servers.
