When somebody tries to send me USD via PayPal the can see "We can't send the payment right now" What's the matter?

I've been able to use paypal fine recently. Perhaps the problem is on their end? I know recently paypal had been having issues but I thought they had been resolved.

EDIT: I'd assume whoever's having the issue would need to contact paypal to ask why their account can't send money.

Should i ask them for assistance?

Depends, if they're having no trouble giving money to other people but have issue when sending money to you it might be paypal blocking you for some reason (random fraud checks etc. do happen) but if it's their problem I think they should be the ones trying to contact paypal.

Is your account verified, and have you sent/received money using paypal before?

yes i could receive and send money earlier
