I think the general reports should be private like the scam report. Other people really don't need to see who is getting reported for what reason.
Also people don't want to be known as a *snitch* for doing the right thing.

I like the idea, maybe would combine the 2 into one.

I don't see why this can't just be a sub forum under scam reports.

Gms and stuff handle these reports. Tsas handle scams. They are very different things.

Not sure why that would stop it from working though.

Something's going to be done with the report sections at some time, however it's for different reasons; same result though.
