I think it would look better with some more expression.
This way it looks kind of flat and expressionless.
Try adding some more wrinkles in the skin and do more shading with a bit darker color. And try increasing the size of the ears a bitt and it should look fine!
The syringe in the headband was a nice touch. Keep working on it! Looks like an interesting consept so far.

Well... psychopaths are emotionaless, therefore it's realistically portrayed since it's the head of a psycho. Other than that I do agree with everything you've said.
