Why was the in game, clan,market,art etc graduations taken away?

I believe it's because the people who were moderating them stopped moderating them.

Can't others moderate it?

Seems like a waste of time in my opinion.

Just a matter of being a lot of work for what it was worth. The people involved in it drift away etc.
Not to mention at the time it was discontinued hardly enough people were doing the tests to make it worth keeping around anyway.
