Country code is based in the IP you have when you log in the forum, so if you're Russian, your country code and the flag ingame will be from russia.

You can only change your country code by traveling to another country, or using proxy (I don't recommend)

Country flags only appear in game when your IP is detected by Toribash. If it doesn't, then you can't do anything about it.

You could try logging out and in on the forum, or try playing in game a lot. Those are your only options of getting close to it.
