There's no such thing as semi permanent avatar. You can have a big avatar for as long as forum exists until you decide to change the image. Same goes for GIFs too.

Biggest avatar is $8(150x200) and to make it a gif, its an extra $3.

You must provide an image for them to upload to your avatar, and if you change it after that, it will go back to normal avatar size (100x100).

Ask an admin for the payment details, as the payment details from that thread might be outdated.

anyone know to whom should i ask regarding this matter other than Solax (i've tried PM him, but i guess he is busy with his life, which understandable)
i tried to ask admin (Faint) apparently he isn't the one who handle this stuff

Go on irc and ask in support or #toribash, highlight some admins or smods.

This kind of stuff seems to change all the time (mainly with who can or can't be bothered)
