It would be

See that little bar at the bottom where I wrote "Insert words here" you can put whatever message saying this item can be bought or whatever. This way people will be able to see the item information and also will know they cant purchase it or whatever.

Everything else is irrelevant to you, the page itself seems to mean its not purchasable in tori shop, as the grey beanie is now up in accordance with the tori shop sales.

If you have a link to something that shows who owns what that would be pretty cool id like to see that but i think that's only for tori VIP or something.

The purpose of making certain items unavailable to the public was, as AussieCunt stated, to prevent regular users from purchasing those items. However this was more of a band aid fix because nothing about the item has changed other than your ability to view it's ToriShop page. You can still buy it from the store using special execution URLs.
So really the only thing this change has done is prevented everyone from viewing the items information, and only prevented SOME people from purchasing them.
