I don't see it that way but I suppose it could be an HTML issue with your browser. I don't think it's on the forum's end. Possibly your webpage has a slow connection or for some reason that image is blocked. Something tells me clearing the cache or whatever will fix it though.

Toribash forums aren't supposed to act like that. Nothing serious, a simple cache clean will get it working nice and clean again. Although I may or may not be correct, that specific picture is structured so where the black ends, the rest of the picture continues, like such:
It uses a little glitch where the background is supposed to be black (I could be wrong)
Seems like your browser doesn't want to load it correctly but as foxy said previously, a cache clean should set it straight. What browser are you using? It reminds me of edge
