As for the issue, it seems that someone set the default server max Qi to 500 as opposed to 999, and as that setting hasn't been revised, the rooms reset to 500 every time someone restarts the physical server.
The only thing anyone bar a staff member can do is manually set the servers up so that they involve the correct max Qi. I've fixed it for now but there's no telling how long it'll be before the rooms are reset.
