After you posted this, I contact suomynona himself and he said that it was
solveable.
The way they're related to each other
I used low ASCII code to turn those silly numbers into symbols (number 9 = ○, number 4 = ♦ , and so on...) and this is what I got:

suomynona aka "anonymous spelled backwards" stated that the problem was "solveable". If we look at it again, we can see that its almost like a candy-crush type of game ; match 3
puzzle game - emphasis on PUZZLE because Goat stated that this is a PUZZLE.
If you observe the set of symbols I showed, and if you remove the symbols that are repeated at least twice, you get left with the symbols:

three symbols = match
three puzzle game
What does this mean? It means that this even isn't solveable, and I just solved it.
As goat stated earlier, he said that:
