Is it possible to have/own an item that was some how forge by a dev?

You'd have to be a bit more specific here, do you want your own item or to spawn an item that somebody specifically made for the game? To broadly answer the question you can have custom items made for the game, the implementation costs 50+$ depending on scale and model, as well as you'd have to pay someone to make said model.
