I have made the Evil elites the recruiters of this clan. So now Evil Elites need to take initiative to test all of the people that want to join. I think this is a good solution because I cannot reply to the Joining Evil page alone, it's virtually impossible.

no need to be picky. If they ask to join then simply test them and if they pass check their activity. If they don't pass then oh well. Remember belts dont matter.

you can get better in game, but if they aren't active, then its not likely they will be active in the future

Actually belts do matter in a way.
If you get a green/blue belt -rep on a clan.
5th dan up +rep on the clan.
the more popular the person, the more rep.

belts show how much you play. Not your skill. I met many non-blackbelts including blackrozez and they were as good as black belts.

you can usually tell by the way they talk and or post.
