Why don't my shaders work?
Should the shaders work with a radeon 9200? graphics card

Nope - the 9200 physically isn't capable of shaders. It's basically a supercharged 7 series Radeon rather than an actual 9.

On a technical level yes - but the x3100 suffers from bad drivers atm. Surprising when the higher models of the X series work with no problems...

Go dig about for newer driver & see if you can get them working.
