That's your video card's quality - if it's set to a performance mode then everything looks like shit. Set it to quality to fix it.

Oh my god, are you serious? I love you, and I wish I had asked here sooner. I actually cancelled the subscription to and sold one of my games because it had this problem, and you solved it in one sentence. Anything I can do about the window size, though?

To fix the window do the following:
Start single player then fire in this command:
/re 800 600
That'll give you a temp screen fix, then you can go into options & set the resolution. Make sure you pick sensible numbers. (800 x 600 is default)
